This building requires heroic medals to upgrade which can be found in packs. After level 7 upgrade you have to have 1:1 T5 and 1:1,5 for every T6 troop sacrifices or points to upgrade the level even further. Sounds very strange but this building is worth it it adds massive amounts of attack for a rally leader or even on solo attacks.
I recommend getting the points by testing out and killing off your T5 troops by either attacking your in house alliance traps (this way they can test if their base is holding out against a big guy) or alternatively at a control point fight would be the fastest way, I personally would rather sacrifice those kills in house but that's up to you
This is one of those buildings that is worth the effort in the end the massive amount of attack gained in army overall attack really pays off
